Both eugenic to some extent. There's got to be a reason Russians & Nordics have the largest boobs (besides better meal planning than Africans), & I'd guess it has to do with colder climates.

Waist-to-hip ratios get noticed, & apparently there's an angling of womens' asses coming off their back that hints at birthing ease (a good thing), plus fat below hips is used in baby brain development, BUUUT... asses for asses' sake seems largely a brown fixation, since their women are fatter there & don't have boobs at all often.
