>your facebook account gets frozen for a day due to suspicious activity

A real actual chargeback costs more than just refunding the customer in terms of fees. My guess would be stripe receives the dispute notification and intervenes in an attempt to ensure they don't get railroaded, or voluntarily refund in the case they know it's gonna be an L

It may also be part of their contract with card networks, being a middleman and all that.

I'm guessing that if you have a real merchant processor, they're pretty much neutral in the process and you have to argue the case in front of the credit card company (I've seen this play out a few times)...

But if you're on Stripe, they intervene and forfeit on your behalf.
