I think you get like snow and ice layers meters deep. I think normal structures would be destroyed so you'd have to go underground or drill into rock. Then there would be the issue of getting out getting fresh air, etc.
Look at Fort Yukon Alaska as an example.
Water would be the issue.
You'd effectively have to hunker down for six months a year.
Ice and snow. There is a reason it is referred to as polar.
