I actually don't. And I'm not posturing for some kind of Good Boy Points here, I think TND is a political tar pit that will eat you alive.
So we can just assume point blank that this will never happen by way of a vote. So we're talking about a military junta - but that doesn't make reality go away.
If you're in power (in general), you probably have a couple of percent of real supporters, a couple percent of people who hate you, and 95% that don't really care. If you start talking about genociding a double-digit percent of your population, suddenly you have a double digit size resistance. Of course you've got all of them which are easy to identify, but you've also got friends, family, coworkers, whatever that aren't so easy.
And it's the nature of war that attacking is easy and defending is hard. The resistance will hit your electricity, rail, bridges, ports, and petroleum pipelines. They can very very quickly break your entire ability to govern.
AND that population has relationships with other people all over the world, who will put pressure on all other countries to condemn you, which will make you a global pariah.
Israel has a very easy job because all of the Palestinians are confined in certain areas where they can't do any damage, and they're not at all integrated in Jewish society. STILL they're having major problems trying to genocide them.
If you really really really really insist that there are people that need to be removed, the best way is to have someone else do it. This is what all of Europe did during WW2, and why they generally didn't bother fighting back. Europeans generally hate Jews and Germany promising to deport them, AND take the blame for it was too good a deal to pass up. All they had to do was sob about it afterwords and chant "never again"...
