We can assume in a Sampson option scenario, other governments are adversarial to the idea, and if suddenly hundreds of thousands of Jews simultaneously get an itch to go on vacation, that draws a LOT of intelligence agency attention...

1Right, but if they're all on good terms, they don't need a Sampson Option, they can just make a phone call and ask for what they want - and no government is going to want their cities wiped out, so is Sampson Option is even on the table then by definition they're not really on good terms anymore...
