• Panty Anarchy from Panty & Stocking with Garterbelt has a running gag where she literally throws her panties as weapons, so she ends up fighting without them under her skirt for a lot of episodes.

Kill la Kill is the clearest, most explicit case. Several other series have recurring gags or temporary situations, but true canonical regular attire of “skirt/dress, no underwear” is rarer than fanservice implies.

Strong / explicit canon

• Kill la Kill (Ryuko Matoi, Satsuki Kiryuin, and other Kamui users)
  Kamui (Senketsu, Junketsu, etc.) are living clothes that must be worn on bare skin. No underwear is part of how they work; the series states and shows this repeatedly (with the usual censorship). Nudist Beach members take the idea further into actual nudity as ideology/combat style.

• Panty Anarchy (Panty & Stocking with Garterbelt)
  She regularly removes and throws her panties as weapons. After that, she is under her skirt with nothing on. It’s a core recurring gag and part of how she fights, so it counts as canonical behavior even if she doesn’t always start that way.

Situational / temporary (not permanent “this is how they dress”)

Many series have one-off or gag moments (forgotten laundry, transformation mishaps, magic, etc.) rather than a character whose normal outfit is skirt + no underwear:

• Various To Love Ru / To Love Ru Darkness incidents
• Assorted ecchi series with “no panties today” jokes
• Transformation or clothing-damage scenes across a lot of battle/ecchi anime

Those are usually not the character’s standard canon look.

Notes

• “Canonically” means the official source material establishes it, not just fan service framing, camera angles, or “probably.”
• A lot of revealing outfits still include underwear (or the equivalent) even when the show never shows it.
• Web access is off here, so this is from established series knowledge rather than a fresh exhaustive check. Kill la Kill and Panty are the standouts that actually write “no underwear under the skirt/dress” into how the characters work.
