If you've been following the Russo-Ukraine war or what Hezbollah has been doing in Lebanon lately you know exactly where I'm going with it. There is no counter to it. The space guns the Secret Service have aren't that effective really on something directly connected to a fiber optic wire, obviously EW jammers won't work, a shotgun with birdshot and a choke might work if you got a SS agent standing right by the fence waiting for the drone to fly by (they don't).
If it comes in comes at the right angle going 60-80 mph you won't see it until about 2 seconds before it hits and probably wouldn't even hear it come due to the sound of the fight and the crowd.

Not difficult to send 4,000 up to max altitude with whatever desired payload. Pretty sure you’d avoid jammers with current battery tech and range.
if you have it directly connected to the user via a fiber optic cable you don't have to worry about jammers at all

Shotguns seem to be the only last ditch low tech option. Fenced barriers for more permanent protection but that won't stop a Shahed if the site is rich enough.
Masers? That would fry the electronics, even the fibre guided ones, but you still have to detect them and they fly low and a maser would be truck mounted and a target in itself.
In the future it may be hunter killer drones permanently overhead as cover. A couple of heavily sensored surveillance ones to command the smaller killer drones. They could rotate at a charging station as their batteries run low. That's just another complicated system, though.
I have no idea how it's going to work. Maybe just don't be there and send in the droids.
