How can I peacefully and without causing problems deal with an old lady neighbor upstairs of my apartment, who has lost all sense of proper apartment etiquette, such as dragging a wooden chair a meter and a half before going to bed at 12 o'clock at night when I'm already asleep, waking me up two hours later after I fell asleep?
