correct. previously in britain, only gangsters with rank and military experience would carry a 9mm just in case. They almost never used them.

occasionally, a lower rank would be issued a faulty .22 with underpowered target rounds, ensuring a FTL or jam.

now, we are seeing many crazy attacks with 9mm.
