American moves to Germany. Has to retake the practical exam for his driver's license because beurocracy, and fails it lol. How baby easy is it over there for a years long driver to fail it here?

Well in Europe they would rather people don't drive, and in America any kind of test that blacks fail more than whites is illegal - so you can do the math here.
