I think because elite circles are so full of intrigue and back-stabbing, there is heavy selection pressure for paranoia.
Because of that, it's quite easy to lead them with visions of something that The Chinese Might Get First (quantum computing, advanced weapons, and now AGI) and when they are in a paranoia frenzy, they will spend ~infinitely.

The information ecosystem EVEN HERE is quite a bit better than it is In High Places.
Yes they have access to privileged (secret) info, but most of that is trash which is crafter by their competitor/adversaries to deceive them into bad decisions. Here we have less, but it's all been vetted by ~the whole world.
