Scammers will often ask for a small (token) amount of money at first, in order to get their mark "invested" in believing the story. Once the mark is invested, it becomes harder for them to admit that it was all a scam.

A lot of the world runs that way, people become invested in their beliefs and so admitting that they're false would be admitting that they are the sucker.
