They actually worked through this as part of the Iowemperor's Oshkosh decree. Michigan taxes it, but the Grand Duke of Wisconsin is allowed commerce through the region, a free city arrangement.
However, it remains to be seen if the new Prince Elector of Michigan is satisfied with this arrangement... Will he make a play? It remains to be seen.
