I think they are closed loop, because if they were open loop then you'd see big cooling towers with steam clouds coming off of them. And the water they'd need would be "river sized" rather than "big deep well" sized...
But they probably have some massive water storage tanks on site and they're not paying any attention to the aquifer while filling them, and they probably leak and boil off "a little bit" (100 gallons) of water per day which means in fact they're pulling down quite a lot more water than their environmental impact study implied they would...

Those heat exchangers are filled with delicate little copper or aluminum tubes. Be ashamed if something small poked a hole in one.
