Single user instances are a waste of time and a nightmare to federate with. Just node-hop til you find one you like

If it were me, I would start out with poast and work my way outward from there. If he really is a new user (spoiler: he's not) then poast is the most accessible and has the largest reach. Good place to start, bad place to finish

Something to note is that you actually don't want to be on an instance that (almost) nobody blocks, because you end up getting yelled at by crazy people - and your admin is going to impose pretty strict rules because they're trying to adhere to the union of all AUPs across the fedi...
