I was talking about this with a friend yesterday.
Overhead power lines are third-world and guarantee it'll be lights out in the event of war.
An electrolysis device, a trash bag, and a steel cable is all it takes.

All electrical lines are overhead when you start getting closer to the powerplant.
You need a pretty heavy cable or chain to over the wires to make an arc that isn't going to just burn up and clear - like, it needs to be as heavy as the wire itself. You're probably better off trying to destroy the towers, or go to a substation and thermite the transformers.

Here's something if you could guide the blimp from a high enough altitude, even a pretty small rod could gain enough kinetic momentum to easily pierce through a lot of very large and sensitive stuff.
At a blevy payload on the rear of that thing that just disperses on the way down and you end up with something that broke something important and made everything around it very crispy.
