RAM prices dropping or not is a separate issue from the reason stated. there's no proof for the latter except for this guy on twitter.

If I was forced to bet, I would agree that prices will stay elevated (multiple manufacturers said they will not increase volume) but I could imagine the immediate supply shock to be over.
